  1. Article 1 The University establishes a library to collect, build, and manage various book resources to support teaching, research, and learning activities. These organizational regulations are established in accordance with Article 8 of the University's organizational regulations. 
  2. Article 2 The library is led by one librarian, appointed by the president and may be a professor or above or a staff member. The librarian oversees the library's affairs and may appoint deputy librarians, assistant librarians, secretaries, and staff to assist in managing affairs. 
  3. Article 3 For operational needs, the library may establish committees and project teams to assist in consultation and promote related activities. Specific directives for their establishment will be separately stipulated. 
  4. Article 4 The main tasks of the library include: 
    1. Planning strategies for the development of book resources to support teaching, research, and learning activities. 
    2. Creating a quality learning environment to enhance the learning atmosphere for students. 
    3. Promoting information literacy education to improve students' self-learning capabilities. 
    4. Utilizing information technology to support digital learning and information services. 
    5. Actively promoting inter-library cooperation and exchange to develop professional community services. 
    6. Balancing the development of humanities and technology education to enhance the cultural atmosphere on campus. 
  5. Article 5 The library is organized into the Collection Development Section, Reader Services Section, and Chinese Culture Center, each led by a section head or center director. The sections and center may have several staff members, depending on business needs. Their responsibilities are as follows: 
    1. Collection Development Section: Coordinates the overall library budget, responsible for the collection, acquisition, classification, cataloging, property management, exchange, and donation of various book resources. 
    2. Reader Services Section: Responsible for information literacy courses, reference consulting services, resource utilization guidance, inter-library cooperation, marketing of library resources, reading services, and collection management. 
    3. Chinese Culture Center: Responsible for the operation and management of the University's You Han Tang, planning of Chinese culture-related courses, promotion of Chinese cultural study activities, planning and execution of art exhibitions, and the collection and maintenance of art and Chinese professional books. 
  6. Article 6 The organizational regulations were adopted at the Administrative Meeting and approved by the President before being promulgated and implemented. The same applies to amendments.
