Feng Chia University Guidelines for Faculty Overseas Procurement of Books

  1. Article 1 The library of our university (hereinafter referred to as "the Library") aims to enhance the collection of information, promptly acquire books and resources for teaching and research needs. In accordance with Article 3 of Feng Chia University Library's Directives for Resource Collection and Development, these implementation guidelines are formulated.
  2. Article 2 Applicable subjects: Full-time faculty members of the university.
  3. Article 3 The procurement process is outlined as follows:
    1. When teachers attend conferences or visits abroad, they may purchase conference proceedings or course-related professional books. The publication date should be within the last two years, and items not currently held in the library are prioritized for acquisition and added to the library collection.
    2. Each faculty member is allowed to purchase books with a total value of up to US$2,000 per academic year. The faculty member is required to make the initial payment.
    3. In case of multiple teachers attending the same conference, attendees are encouraged to coordinate to avoid duplicate purchases.
    4. Books purchased by faculty members on behalf of the library become library property. Once the library completes classification and cataloging, the purchasing faculty member will be notified for priority borrowing.
    5. For reimbursement purposes, please complete the "Faculty Overseas Book Procurement Expenditure Details" form (see Appendix 1). After obtaining approval from the unit supervisor, submit the books, along with invoices or estimates, to the Library Collection Development Section.
    6. Reimbursement is limited to the cost of books purchased and does not cover shipping fees.
  4. Article 4 Considerations for supporting documents:
    1. Cash payment: An invoice or estimate must be issued, with the payee stated as Feng Chia University. The reimbursement amount will be calculated based on the exchange rate on the day of expenditure, using the Taiwan bank's current selling rate.
    2. Credit card payment: In addition to the invoice or estimate, a copy of the credit card statement must be attached. The reimbursement amount will be based on the New Taiwan Dollar price listed on the statement.
  5. Article 5 The guidelines were adopted at the Library Affairs Meeting and approved by the President before being promulgated and implemented. The same applies to amendments. 

These Guidelines were translated from the original Chinese version. In the event of any discrepancies between the two versions, the Chinese version always takes precedence.
